The notable changes in these instructions are:

Pages 45-49: Significant changes to Indicator 13 reporting requirements for the 2009-2010 school year:

  • In July 2009, the US Department of Education, Office of Special Education Programs (OSEP) significantly changed the reporting requirements that states and LEAs must use to reporting data for Indicator 13 (Secondary Transition).  Illinois has subsequently updated the Indicator 13 checklist to reflect these new requirements, which can be found at: http://www.isbe.net/spec-ed/html/indicator13.htm.  Please carefully review pages 45-49, which describe these changes in further detail.

  • Given the significant changes to the Indicator 13 data collection for the 2009-2010 school year by the Office of Special Education Programs (OSEP), incomplete Indicator 13 data will result in warnings for the October and December 2009 FACTS transmissions.  These warnings for incomplete data will turn into errors effective with the March 2010 FACTS transmission.
